At the June 30, 2022 Special Town Council meeting, the Council approved the Draft 2040 General Plan with modifications.
The adopted 2040 General Plan retains the Town’s Low Density neighborhoods as is, allows more housing in High (formerly known as Medium) Density Residential (i.e., small, multi-unit housing), does not allow new housing potential in the Very High Fire Hazard Severity Zone, and focuses the majority of the growth in the Community Growth Districts with mixed use and higher density developments.

The Town is reopening the public comment period on the Draft Environmental Impact Report (EIR) for the 2040 General Plan Update. As part of the reopening, the public may submit comments on the Draft EIR for an additional 45-day period until 5:00 p.m. on Friday, January 7, 2022. Download the document using the link below. A Notice of Preparation is a requirement under the California Environmental Quality Act (CEQA) and is the first step in the preparation of the Los Gatos 2040 General Plan Environmental Impact Report (EIR). The NOP provides a brief project description and is primarily geared toward public agencies, but also is intended to inform the broader public of the pending environmental review. As part of this process, agencies and the broader public have 30-days to review the NOP and provide comments.
At their meeting on April 7, 2020, the Los Gatos Town Council approved a Preferred Land Use Alternative Framework for the Los Gatos 2040 General Plan. This framework will ultimately guide future goals, policies, and implementation programs as part of the Policy Document.
The Alternatives Report evaluates land use alternatives using a series of indicators to help community members and decision-makers understand the implications of each alternative. Decision-makers will be asked to weigh the costs and benefits of each alternative presented in this analysis and to select a “preferred land use alternative.” The preferred land use alternative will be combined with community input and the Town Vision and Guiding Principles, to guide the development of General Plan goals, policies, and implementation programs through the conclusion of the update process.
The Issues and Opportunities Report summarizes data from the first General Plan Community Workshop, the General Plan Advisory Committee (GPAC) Meetings #1 and #2, Spring into Green, online engagement exercises on engage.losgatos2040.com, and Town staff. The Report will facilitate discussion and provide direction in the visioning and guiding principles process, land use alternative process, and policy development in the General Plan.
